Lets talk about emission per capita, not the total by country. Yes, China has the highest emission, but China has the largest population, if you average the emission into the per capita basis, US and Australia are on top of the list.
Now you might argue the total emission means more than per capita basis, but meanwhile, put so called "human rights" cap on, do these Chinese people deserve the same living rights as those in US and AU? Do they deserve the same rights to drive the same car, have the same heating system, bath in the same hot water?
Per capita means more in my view, it shows as a person, have we done enough to reduce the emission before we point our finger at others.
