Not in my opinion, I believe the go slow is to allow GLE to test this new laser enrichment in a new shielded laser enrichment process.
The argument from the US and a very valid one would be, we already have enough used nuclear fuel waste already, we aim to clean up the mess, you are not helping if you are trying to supply natural enriched Uranium for sale in the US and adding to the waste problem.
I also don't see a great deal of argument coming from the reactor people either, the deal would be, if you want your waste taken away, then part of that deal would be that you take the re enriched Uranium back, that will be a sort of Uranium leasing arrangement.
