i would say that for a government and nation so aligned to "free trade" and "commercialism" if nothing else through appearances, being able to successfully dictate the operations of any commercial venture, especially one that is already operating and a part of the local-global economy, so tightly would be rather highly unlikely. certainly not without very vigorous and vocal opposition from the current operators especially if any new proposed changes by the government incurs additional operational costs. doing anything differently from current norm, especially as a result of bureaucratic-political-legislative interference ALWAYS ADDS FINANCIAL COSTS at the bare minimum.

if you were stating the same case under a communist-command-economy such as China where the nuclear industry player is essentially the government itself or entities very closely tied to the government, that would be a whole different story.

you could extrapolate and reach the conclusions you have through your research but although interesting and plausible, no single official announcement from SLX has ever surfaced thus far to even remotely support your postulations. besides, if what you've been saying is true, surely SLX would have to revisit and renegotiate the terms of the licensing agreement it has awarded GLE.

surely.... as what you've been suggesting, is veering possibly ever so slightly at the very least away from the spirit of the original terms and conditions under which the original licensing deal was signed. so the original agreement has to either be thrown out or modified and expanded to embrace the modified or expanded deployment of the technology.

all this would surely warrant an announcement through the ASX as it would definitely be materially significant to the company. this would certainly not be too much to ask... we're not talking about disclosing intimate technical details here.... just a very general announcement that the parties involved are addressing issues with the current standing licensing agreement. the only thing we've heard last thus far relates to Paducah and that facility is only slated to re-enrich the existing tails to natural uranium grade; that surely in itself would have resulted in re-negotiations as to what SLX's ultimate cut would be as i'm sure no one would have envisaged a Paducah scenario.
