China is aggressive toward Philippines because Philippines allows the US military base there. China didn't do anything when Vietnam made islands in South China Sea. That is the difference.
The aggressors are the US and its allies. They have no business patrolling the South China Sea. China doesn't patrol the seas around the US or its allies.
