    I heard a BBC radio report on Saturday morning about how the Peoples Republic of China has done a deal in the Congo where they get to mine vast amounts of copper from a huge lake area in exchange for building heaps of infrastructure- roads schools, hospitals etc. Whats more they wont be paying any tax....nada, nil. Is this the same report?
