Chinese paranoia regarding frozen foods is well founded.
Most viruses go dormant when in a frozen state. Why should COVID be different? It isn't.
So while the risk associated with your frozen vegetables and meat maybe very very low there are millions of freezers and people handling frozen people on any one day. Eventually the low low odds catch up given the scale of food handling.
Similarly, an infected person who later tests negative may still harbour some virus at the lower ends of the body for a few months. The likelihood of transmission from such people is extremely low BUT the odds will eventually catch up and a community transmission will occur.
