I am sure just like any other countries there are factions within China's political establishment that are pushing for different goals, agreements and self interests.
The not so big secret to China's success was the government role in investing, providing incentives and subsidies to build its massive industrial base and economy in such a short period.
Australia has done that in the past.
Some of our biggest ASX stocks started off as government enterprises.

ANZ
Westpac
CSL
NAB
The Australian government could take a leaf out of China's book in the way it has built its economy and assisted building its private corporate industries and commerce.
