Just a thought that if the chinese are interested in investing in Oz but are precluded from buying mines or taking major holdings,then they could be offered 100% of a rail network to service the resources they can't own.
This would give them some sort of captive supply and pricing leverage and at the same time provide Oz with what our resources sector won't provide or cannot afford on an individual resource basis.
If Oz is to develop the resources sector then we will definitely need an open rail network .
