Taiwan belonging to China was a fact since 16th century when the Chinese expelled the Dutch and took over the island. Xi did not have to tell their people anything as the Hokkien dialect is spoken across the straits for centuries and intermarriage between Hokkiens and Taiwanese continued for hundreds of years. It's the de facto independence of Taiwan in 2016 that has not been recognised in China.
