This is despite China exporting just 4,087 metric tons of rare earths in January, a decline of 29% compared with January 2010, the agency said.
In December, China exported 4,738 tons of rare earths, according to the agency, which uses official customs data.
Last year, China exported 39,813 tons of rare earth, down 9.3% compared with 2009. The value of those exports was triple on year.
