No this is huge. It's China moving towards a modern economy, using the advantages of scale to produce more food, but doing so in a liberalised way, that would allow people to choose whether they would be better off selling their land and working in the city, or remaining on their plots.
Given how poor some of these guys are, the ones with the most fertile land may end up selling for a premium and retiring. The outcome looks pretty certain in any case - agribusiness is coming to China soon. Got fertiliser?
