A good question. The Offtake Agreement looks to be for product of the open cuts Las Minerale and Rocklands South there being no mention of Tellurium, Silver, Uranium etc found at Wilgar.
As the offtake minerals are copper, cobalt/pyrite and gold, Oceanwide may only be seeking these.
Wilgar would require an EIS, possibly different processing and maybe another plant.
The New Force In Copper may need adding to.
