There is a major difference. Many of the scientists and technology experts came from the U.S., as well as Germany. Secondly, those that came to the U.S. made their homes and families there, and stayed. They weren't mercenaries.

That is not going to happen in China, no one is going to make their home there permanantly. In fact, most of the best and brightest of the Chinese have made their homes in America and other Western democracies.

They may be able to buy some people off, but not to the extent you are talking about.
