It is highly unlikely the Chinese police used Microsoft proprietary formats and Microsoft software. If they did, and that is how the leak/hack occurred, then American intelligence agencies would prohibit/censor its publication. I'm calling this "fake news".
The Chinese may well be treating certain minority groups badly, but this "leak" is not evidence.
