There are no "export quotas" they were abolished in 2015.

Production quotas were raised to 70kt H2 but that has been the long stated target of the current 5YP to raise production to 140ktpa, effectively bringing the 30/40ktpa "illegal" production into the tax net on top of previous 105ktpa, in reality no production increase.

Another objective of the 5YP was capping exports at 30% of 140ktpa production = 42ktpa, looks like the current slowdown has done most of the heavy lifting for them.
