I didn't read The Australian article, but have read a story about the same thing in mineweb.com. It's worth a look. It also says that "in Dec last year a japanese trading house said it would build a plant for processing REMs in India, with an annual 4,000-tonne production target. Toyota Tsusho is a trading house procuring for Toyota Motor and it and its local subsidiary are to construct a manufacturing plant for processing REOs in the State of Orissa in India."
This might be old news and I have missed it or it may not be.
