All 'infrastructure' was designed to handle 16 mtpa. The original intent was to ship magnetite and DSO at 8 mtpa and 2-4 mtpa, repsectively. Once the first Mag plant was up and running, de-bottlenecked and commissioned it would be duplicated. This would require only plant and equipment, nothing extra at the port, rail lines, power, water etc. Because they blew the arse out of the commissioning timeline and budget and IO slumped massively their isn't a cost justification currently to duplicate. It would however deliver a halving in almost all fixed costs and allow more favourable negotiation on shipping for instance.
