That seems to me to be a reasonable interpretation. However sometimes when people get the job they do surprise the punters.
As to Ben, on the basis of his 2002 famous speech, apparently designed to direct criticism to Japan - we in the US have a solid system, but if something happens, the Fed knows what to do ...- he seems to have under perform, at least in the opinion of some.
