I view it as there are numbers (framework?) on the table and they are playing the Chinese & Japanese majors off each other as we speak.
(Everyone must stop with this "wait, til PA proves the 99.5% LCE before a deal is signed" . LCE is going up over the next few years and from what I and others have picked up from basic chatting with J is a deal would be based on Spot prices.From the other end...if PA doesn't get 99.5%...they'll be a fall back deal for that too.) A deal is what must be done NOW and a deal is what's being worked on.
