Since the CCP don't communicate openly with the rest of the world, Morrison is trying to guage who they are and what their intentions are. It has to be done openly. Also, it's an visible message that he won't be bullied.
CCP are breaking a lot of international laws. They are a rougue state. You don't seem to understand that.
