The Chinese and Russian have been responding to the US military encirclement of their countries. And they have been getting closer and closer to each other over the years - and over the last decade, over 60% of Russian's military hardware has been sold to China.

India pulled out due to the hand-to-hand combat that occurred between it and China. Not sure if that is a permanent break or a temporary one.
Now personally, I don't want to see military buildups on either side, as that means more and more of our taxes goes to the arms race. I would prefer we have a peaceful world, not controlled by the military industrial complex, that demands a war every few years.
