Yes,China has thousands of smaller mines that are very inefficient with production,energy use and safety is terrible with a few thousand dying every year in coal mines.China is also rushing to meet their new energy efficiency targets that were supposed to be met end of this year.
They have much pride in reaching that goal regardless of any knock on effect.
It is certainly a positive direction for the Chinese authorities to take overall.
