Beijing does not run the country except where local officials agree with Beijing then they do as Beijing wants. When it comes to money usually local will do all in their power to maximise it while ignoring Beijing. I do not know how but you can be sure money is being made by locals.
I cannot see ARU being in the game for quite a while, a few years.
