solar energy subsidy would be better spent on R and D into making solar panels capture more energy be more efficent and then encourage industry to use the new technology - i did read somewhere that someone had developed a new solar panel technology that raised efficency to 40% and lowered the cost by a factor of 55%. That could be a good starting point.
