    Correct, it is just construction for construction's sake, which you often see in China. Ghost cities with virtually no inhabitants, 8 lane highways to nowhere with no cars on them, airports with no planes, coal plants that are sitting idle or under-utilised.

    It is a command economy. This kind of thing doesn't happen in free markets, and in free markets from Europe to America to India to Australia, coal is shrinking.

    The coal luvvies really do seem to love communism.
