..chinese media have reported at 14 March about the THR/Hunan-MOU and at 21 March Interfax reported that a Hunan official told them, Hunan Group will collaborate with Thor to develop tungsten and moly-mines (!) in Australia (perhaps that may include also Hatches Creek). One day after at 22 March we read the ASX-announcement from Thor concerning new corporate presentation with one page about Hunan Group. So it seems to me that ongoing offtake-negotiations are only about some smaller details.
