    its called a market,if you can undercut someone,you get the work,at the moment the big boys are controlling the monopoly,and if they do get opposition they buy them out,you just have to look at the greed of rio tinto,tenement sitting there doing nothing ,could not hav cared less until someone else looked like getting it
