"The discovery has the potential to decrease China's reliance on overseas imports". The fact that he said that shows he took the news seriously. And surely he knows much more than you do.
It doesn't matter whether it would be in production within a decade or not, the fact is these lithium resources shows that your claim that "the Chinese lithium resources are being depleted and no strategics reserves will be left in 10 to 15 years" is
false.
