Lynas does sell some material into the Chinese spot market. But it is minor and only when the price suits Lynas.

Currently Lynas is sold out to Japan. Once Kalgoorlie is at name plate, Lynas will then have surplus supply for new buyer's.

Secondly MT Pass Materials has Chinese shareholders and is how they opened the China market. I think it suits China to have America sell it their rare earth reverses on the cheap. Value add in China and lock up the supply chain.

China ultimately need the rest of the world to mine rare earth and sell it concentrate to meet it's ambitions. I think there will always be a market to sell concentrate for pennies into China. However once in China, those rare earths won't leave until their are in finished hi tech manufacturing. Like a shiny new BYD.

This move by the Chinese government is about ensuring complete control. Looks to me to be an opening move to place restrictions on Chinese rare earth exporting.
