    The adoption of the law on narcotics control by the Standing Committee of the National People's Congress on Saturday is a shot in the arm for the country's relentless efforts in alleviating the harm the abuse drugs have brought to both social order and the wellbeing of those addicted.

    The total number of registered drug addicts is 930,000 nationwide, according to statistics, but the real figure plus the unregistered should be much larger.

    As a matter of fact, the abuse of drugs not only destroys the health of addicts but is also the root cause of some crimes, which disrupt social order and devastate otherwise happy families.

    Despite great efforts we have made in the past decades to control narcotics, a lack of legal codes was a stumbling block to pooling the efforts of people from all walks of life to help addicts rehabilitate and prevent others from becoming addicts.

    This law to take effect on June 1, 2008 will hopefully mark a turning point in the nation's war against drug abuse.

    It stipulates that schools should incorporate publicity about the harm of abuse of drugs in their curriculum and governments above county level should include narcotics control in their economic and social development plans. This will undoubtedly help further bring home the significance of education on narcotics control.

    What is noteworthy is the stipulation that addiction to drugs, rather than a crime that entails criminal punishment, is a behavior to be dealt with in accordance with public security administration rules.

    This clarifies that we should help addicts get rid of their addiction either in a coercive or non-coercive way.

    The law also stipulates that social communities should shoulder the task of helping addicts to rehabilitate unless their addictions need coercive rehabilitation measures.

    The stipulation that coercive rehabilitation measures do not apply to pregnant women addicts, women who are breastfeeding their babies less than a year old, and teenagers under the age of 16, demonstrate human concern in the law.

    Already with more than 1 million volunteers in narcotics control, the enforcement of the law will attract more participants. We have reason to believe that we will make progress in our narcotics control endeavor."
