From what I read the Government in China is starting to say that the "7%" figure will not be achievable.
The housing problems are starting to bite and with so much of their GDP growth dependent on the housing, building industry and its associated components (somewhere in the vicinity of 25%) it is unlikely that they will get anywhere near the 7% growth
