A health economy eh , Rotorua in New Zealand did that from the 1870s to around 1920s with hydrothermal mineral spas , seemed to work very well for the Maoris and visitors both local and international .
There are mothballed mining camps with some pretty massive infrastructure airports , tennis courts swimming pools ie the Bronzewing camp .
You would need to think it through so there was no cross contamination to Australians , ie dedicated airports , have staff who have recovered from Corona so are naturally immunised to it , method of shipping food and services without cross contamination .
Have to give credit to the Chinese for how much dedication they have put in to eliminating the virus , I doubt other countries will/would have that commitment or available resources to make a valid attempt to confine the virus .
