Since when have the Chinese ever worried about their population (so many of them, what's a million or two) or the environment. Australia has another huge and more reliable customer in India. I would do a Trump and put untrustworthy China back into its box - divert quality Australian coal to India and tell China where to stick it. In any case, I doubt coal exports will be curbed any time soon as there is still a huge demand for it.
