Chinese are notorious for saying one thing and doing another or changing their direction when it suits them. Good for them....they don't have all the political rubbish that goes on in the West.
I'd offer the suggestion that China has made this announcment as a reaction to the recent report put out by the International Nuclear agency. If anything Fukashima should have been a massive wake up call to companies and governments running nuclear reactors that they need to stay on top of safety standards and maintainence as a minimum. They are simply being proactive and makes for a good advertisment that China wants to be a country that uses nuclear energy safely.
