The 'claim' is a published journal article. It's open to anyone.
They claim it's a more efficient way to create a stronger laser, it hasn't been created but the paper describes the method on how to do so. Anyone could do it.
And the idea that they 'steal', it's science bud. Everyone 'steals' each others work to grow the field. The whole point is to work together in the fields with other scientists around the world to push the field further.
