China is a huge influence in every pacific nation IMO. They play with internal politocs , trade, finance, insustructire and resources at every level. . I don't believ ethey play by any international rules.
I suspect the last elections, every tender and even the PNG govt decision to revoke leases were all at the influence of outside parties . There is corruption in PNG at every level and STO-OSH for decades have IMO played a honest game which can't have been easy and have done so by ensuring communities near its developments are getting better infustructure, education and living conditions along with local employment, training right down to buying local produce . Eartquake aide was amajor where helicopter and resources were used to benefit community. STO-OSH have tried to make sure they deliver locally as once it gets to PNG capital it rarely filters back to community. PNGLNG is largest contributer to PNG GDP still and greater influence than that with teh opportunity it provides PNG people with technology and safe extraction of resources.
