    I think he means the possible value that would be realised if a contract were to be signed with China/NK to do their uniforms.

    This is just a leap of logic based on the potential for more work coming when the DoD sign up.

    Could apply the same leap to every couch or set pf curtains in the world being treated, until this is fact, it's fantasy.
