have read similar criticisms of the recent stimulus packages from around the world - that they have all been spent on frivolous items
eg in Aus - dodgy insulation, school halls where they are not needed (or where schools would rather a library or other amenity be built), lots of nice $900 gadgets from asia
the government should have spent the money on worthwhile infrastructure that may still serve a purpose in 50 years time (melbourne - sydney highway, snowy mountain scheme). that type of expenditure will sit as an asset of the nation for years to come (and hey can even be privatised by future governments who want to show bumper suplusses)
without knowing much about current chinese spending, my understnding is that their govt is pumping considerable money into upgrading infrastructure, which will hopefully have a positive effect over the next few decades
