As I understand it, the Chinese control the market in rare earths, so they could make it uneconomic for new companies to start up. Well, that was before their recent 'we're not going to sell any to you guys' statement. The AFR the other week inferred USA could be behind a knock back of this proposal so the Western world maintains access to rare earths. Maybe it will pan out that way, but you should never forget the power China wields in this area.
