well, a democratic country might fail in trying to manage price but not the communist in my opinion.. ! they don't have people fighting to be the prime minister every 3 year or 5 year so they do what's being told to them and they can control as long as they wanted... however the key issue i see with government owned centralise agency buying is corruption in that agency which impacts more to their buyers then sellers in my opinion.
