I would have thought this is a definite possibility.
Although when I read the quarterly, I was thinking that the non-binding letters of intent + the testing might be simply a strategy to show market demand for our product.
This gives IOH a stronger negotiating position with local players that might be showing interest, thus helping to seal a deal with an Aussie player rather than go down the path with the Chinese that has poisoned so many of our peers.
Regardless, the quarterly was certainly a good read.
