All that will take a lot longer than two years. Getting certified reserves , a development plan , and govt approvals will take at least four years. Don’t underestimate the Greens and the Conservation mob and their modus operandi of taking development plans to court . These are the reasons why we are being shorted . In the meantime nobody will lob in a TO offer until most of these factors are locked down.
