There's one Key element that everyone seems to be glossing over from the announcement:
If it were binding, there would be no further upside potential. The fact that it's non-binding, non-excusive = freedom to pursue more favourable terms and from other parties. It sends a signal to other potential customers that CHN is ready to play. Get into the boardroom and let's make the deals happen.
