In the absence of anyone else replying, here is my thoughts.
Mid-tier announcement, nowhere near another discovery or financial partner, but it is significant in that helps to mitigate approvals risk. Whilst coordination assistance does not guarantee that all approvals will succeed, it does improve the chances, especially when in combination of the support from state government.
