Cash offers are hardly going to materialise by the end of the month -no matter what. Goodness knows how long the partnering process will take and what form it will take. In your example you posit a 50% JV outcome "whereby both parties must contribute equally to all costs" and there would be nothing unusual about that. However, I really don't think CHN would enter into such an agreement giving away for free all that has been achieved to date with Gonneville; surely a substantial amount of cash would have to be involved!
