You also need to take into account really stupid neighbors. Our son ran a few chooks in his yard, free ranging during the day but locked in fort knox at night. (all rural 5 acre lots around here)
Foxes got them all. The city slicker neighbor across the road thought the foxes were cute and kept feeding them!!!!
The lady was and still is a magistrate. Isn't there some phrase covering the legal profession - the law is an a**? Certainly spot on in this case.
