Flying aircraft of any type is a very Gov Controlled activity
Helicopters are noted for seeming to often make the news having accidents.
I would have thought that there could be no way that 2 helicopters could operate from the same general landing area without the nearest airport control tower being informed. They could then broadcast the information to all pilots fixed wing or rotor and expect to get confirmation calls back saying message received & understood.
From that instant on any pilots operating near another pilot you might expect to inform others of their every movement and be on lookout for others movements.
Over a century after the Wright Bros and all those millions of hard earned lessons - the deaths just seem so monumentally un-neccessary
