Not sure how you come to that interpretation ?
The "whomsoever" is clearly linked to ".. should believe in Him " and so in this context cannot be interpreted to mean "everyone".
Also, you robustly queried the suggestion that an over riding principle of the Gospel authors was to present Jesus as the Jewish Messiah and to tailor the accounts and stories to this end.
Yet we know the Jewish people were and are, very concerned with their law and prophets and any attempt to bring a new direction was doomed to fail unless the potential Messiah strictly fulfilled all the various prophecies and laws.
Self evidently, Jesus did not do this to their satisfaction.
