I agree that the Pilliga is the best solution.
But, the only thing is, that there are quite a few greenies that live out there. Where they can go for a walk in the scrub/forest, and even get lost at times. Then the Emergency Services will have to go and rescue them at Taxpayer's expense of course, lol.
As for Pilliga Itself, it is a very small village. Being there done that. Below are some infos about Pilliga.

That is also the place where that poor women got 43 of her cows shot by the RSPCA because they were in poor conditions. During a severe drought that was one of the worst in history?
Now who would have had her reported to the RSPCA in the first place.?
