I do not think dialog alone will deter anything

Dialog

retifying past mistakes or at the very least identifying them so they are not repeated

Deal with the genuine grievances that are a breeding ground for terrorists

Intel

Measured military action

Law enforcement

a combination of all of the above is the only chance of detering any future attacking and truely combating this so called war on terror.

It is possible to do all these things in at the same time that is unless of course you are some one who struggles to walk and chew gum at the same time
